This picture was drawn during the time when Venus claimed to be the Moon princess to protect Sailor Moon which is why she has a moon on her forehead. Notice she is still dressed as SailorV.

SAILOR MOON AS A LEADER

Contrary to what everyone says, Sailor Moon is not the leader of the sailor soldiers. This will probably shock many die hard fans, or maybe not.
Sailor Moon is a show based upon the comic book of the same name and in the comic book it is clearly established that while Sailor Moon is the Moon princess, she is not the leader. She was led to believe that she was for a very short time, along with Jupiter, Mercury and Mars, to protect her - before she was discovered to be the true princess. It is later revealed that the true leader of the soldiers is Sailor Venus. Sailor Venus and the other inner soldiers were also princesses during the moon kingdom's existence, but they were also her protectors. A lot of people might say that it is different in the show than in the comic book. It's true that lot's of stuff has been changed, but if you'll notice, there are some things to prove this.
First and most clearly, in the Sailor Stars Arc, Sailor Venus and Sailor Pluto were fighting when Pluto decided to sacrifice herself to save Sailor Venus. She told Venus that as a leader, she should survive. (Well, that's the basic idea anyway). Also, in the Sailor Moon R movie, it is Sailor Venus who plans all the strategies and leads the attacks. This is just a little example, but it shows that she took charge of the situation. This happens lots of times, although she looks really cute when she does it so she doesn't seem authoritative.
In other words, the real leader is Sailor Venus, not Sailor Moon. That should not take anything away from Sailor Moon, she is not the leader, but she is their princess, which is another FORM of a leader. While Venus is the leader of the Sailor Soldiers, Sailor Moon is the leader of EVERYONE! (At least she comes to be when she becomes Queen Serenity in the future). This may be confusing but once you watch some of the untranslated Japanese episodes, it becomes clear. Hope it cleared up some misunderstandings!
